1. Purpose

Ministry of Insights is committed to the ethical, transparent, and responsible design and use of artificial intelligence systems. This policy sets the standards we follow to ensure our AI systems are used safely, fairly, and in a way that benefits individuals, organisations, and communities.

Our goal is to use AI to improve decision quality, reduce risk, and enhance human capability, not replace human judgment or accountability.

All AI use at Ministry of Insights is guided by the following principles:

This policy applies to:

• All Ministry of Insights staff and contractors
• All AI systems, tools, and models used internally or on behalf of clients
• All AI-enabled simulations, forecasts, and decision support tools


4. How We Use AI

We use AI responsibly for:

• Scenario modelling and simulation
• Decision support and risk analysis
• Data structuring and pattern analysis
• Forecasting and impact testing
• Process optimisation and workflow design

We do not use AI to:

• Make fully autonomous decisions that affect rights or legal standing
• Profile individuals without lawful basis
• Secretly monitor individuals or organisations
• Replace professional or legal judgment


5. Data Governance

We handle data according to strict governance standards:

• Only necessary data is collected and used
• Sensitive data is minimised and protected
• Data is anonymised or aggregated wherever possible
• Client data is never used to train public AI models without consent
• Data access is limited to authorised personnel only


6. Risk Management and Oversight

We actively manage AI risks by:

• Testing models for bias, reliability, and unintended outcomes
• Performing regular performance and safety reviews
• Applying human-in-the-loop review before critical decisions
• Maintaining audit trails for AI-supported outputs where practical

High-risk use cases require senior oversight and additional safeguards.


7. Client and Stakeholder Responsibilities

When working with clients, we:

• Clearly communicate how AI is used in projects
• Explain limitations, assumptions, and uncertainty
• Support informed decision making rather than blind automation

Clients remain responsible for final operational, legal, or policy decisions.

This policy aligns with:

• New Zealand Privacy Act 2020
• Human Rights Act 1993
• MBIE Guidelines for Trustworthy AI
• Applicable industry standards and ethical frameworks


9. Continuous Improvement

We recognise that AI risks and standards evolve rapidly. We commit to:
